Abstract:
Utility (Facilities) for Cowlitz County consists of various features (points) linked together to form distinct, fully attributed, utility and communication networks county wide. The location of each facility and its corresponding network will be digitally compiled as the base layers of the GIS are built, with much of the work still in progress. Ultimately, more than 7 separate utilities and various other communication networks will be digitally converted by Cowlitz County and its "project partners" who have joined with Cowlitz County to build the GIS utility layers.
Purpose:
Cowlitz County GIS builds the utility (facilities) element of the county wide GIS with its "project partners" for a twofold purpose: 1. To accurately define the location and boundaries of facilities and the facility network which they form 2. To provide a link to related attribute tables for ad hoc query, and spatial analysis.

Utility (facilities) are being built as fully attributed coverages. The County GIS department does not check the accuracy of the facility attributes, nor the networks they form. The GIS department leaves such QC/QA checks for the department/public entity from which the records were obtained
Logical Consistency Report: Data set is topologically structured line, point and G-Polygon data with nodes at all intersections.
Completeness Report:
To date, the effort to construct the utility features and related networks has just started and little of this database is complete. As a first effort Cowlitz County GIS Department and its project partners collaborated in a project to capture utility features (power, water, sewer) from ortho photo stereo-digitized pre marked points (1995, 1996 flights) throughout much of the urban portions of the county (See Planimetry for Cowlitz County,Wa.(FGDC compliant Meta Data)). Certain local jurisdictions are now building upon this initial effort and are completing fully attributed utility networks. However, the county's utility database has not been updated since the utility locations were originally captured. It is hoped that there will be a regular update cycle in the future with its "project partners".

(For the 1995 and 1996, 1997 Photo projects) The horizontal accuracy of the utility (facility) locations should meet National Map accuracy standards of the ortho photography from which they were derived from. These standards are:

(1"=100" (1:1200) mapping +/- 2 1/2' horizontal accuracy
(1"=200' (1:2400) mapping +/- 5 > horizontal accuracy

(Facility Capture of Utilities) For most of the urban areas of Cowlitz County facilities (utilities) were initially captured by photogrametry contracts with two private firms. These firms stereo digitized pre-painted/pre-marked utilities from ortho photography at 1'=50' (1:600), 1"=100' (1:1200 and 1"=200' (1:2400) map scale and attached attributes in ArcInfo coverages. Future techniques may include GPS capture and attributing of as built utilities as well as capture from "as built drawings tied to Cowlitz County geodetic control network".

(Development of Utility Networks)
Once the type and location of the facility has been captured, "project partners" have or are planning to link each facility point with its service line to build fully attributed utility networks within an entities service district boundary.

(Facility Networks (Works In progress))
Attributes for the Utility/Facility ArcInfo networks (line features that link point features with the utility networks they form), at a minimum, consists of a coverage name, data class codes (further categorizing each feature), coordinate values, related meta data and various linked databases of department utility records for analytical and modeling purposes.
