Abstract:
Transportation facilities for Cowlitz County consists of various features (points) linked together to form distinct, fully attributed, utility, transportation networks county wide. The location of each facility and its corresponding network will be digitally compiled as the base layers of the GIS are built, with much of the work still in progress. Ultimately, numerous transportation layers and related networks will be digitally converted by Cowlitz County and its "project partners" who have joined with Cowlitz County to build the GIS transportation layers.
Purpose:
Cowlitz County GIS builds the transportation (facilities) element of the county wide GIS with its "project partners" for a twofold purpose: 1. To accurately define the location and boundaries of facilities and the facility network which they form 2. To provide a link to related attribute tables for ad hoc query, and spatial analysis.

Transportation (facilities) are being built as fully attributed coverages. The County GIS department does not check the accuracy of the facility attributes, nor the networks they form. The GIS department leaves such QC/QA checks for the department/public entity from which the records were obtained.
Logical Consistency Report: Data set is topologically structured line, point and G-Polygon data with nodes at all intersections.
Completeness Report:
To date, the effort to construct the transportation features and related facility networks has just started and little of this database is complete. As a first effort Cowlitz Wahkiakum Council of Governments collaborated with Cowlitz County and the City of Longview to build a road centerline digital file of all public and private roads using GPS vehicular mounted sub meter equipment and digital ortho photos at 1"=100' and 1"=200'. . This file is current as of Spring 1999.. It is hoped that there will be a regular update cycle in the future with Cowlitz County and its "project partners".

The horizontal accuracy of the transportation (facility) locations vary according to technique of digital capture (See feature level meta data). For photo derived features, ortho photos meet/exceed the National Map accuracy standards according to the following e standards: (1"=50' (1:600) mapping +/- 1/2' horizontal accuracy
(1"=100" (1:1200) mapping +/- 2 1/2' horizontal accuracy
(1"=200' (1:2400) mapping +/- 5 > horizontal accuracy
For GPS road centerline mapping (Vehicular mounted GPS-sub meter post processing with cartographic interpretation): 10-20'

Cowlitz County is building / anticipating constructing several transportation layers as part of its effort to a. build the cadatral layers of the Cowlitz County GIS and b. build road networks for road maintenance and road design projects.
a. Transportation Element Cadastral Layers
Cowlitz county has built its cadastral layers using two techniques. The first technique utilizes COGO/AutoCad ® type routines to reconstruct cadastral layers, including the road right of ways from subdivision plats, and road plans. The second technique, Cowlitz County has contracted a rapid conversion of its cadastral records using vectorization of its assessor's maps to a best fit of ortho photos. Cowlitz County has prepared these maps for vectorization by first accurately placing plats and road plans surveys where available. When road plans were not available, Cowlitz county has built a road easement by simple offsets of an assumed width from the GPS derived street centerline (Cowlitz Wahkiakum digital street map).

For rail roads, the tracks were photogrametrically captured from 1999 and 1996 ortho photo flights (See digital ortho photo Meta data). The right of ways are built as part of the cadastral mapping effort.

b. Road Network

Little work has been accomplished to date on developing road networks.
