Abstract:
Political /Administrative boundaries for Cowlitz County reflect the geographic boundaries of more than 16 separate taxing, political, and administrative districts. Political/Administrative Districts for Cowlitz County, when complete will consists of a comprehensive set of homogeneous, geographic boundaries and text, that will overlay and coincide with the boundaries and /or line features of the cadastral or planimetric coverages. The layers are being digitally compiled as the base layers of the GIS are being built with much of the work still in progress. Ultimately, more than 16 separate maps will be digitally converted by Cowlitz County and its "project partners" who have joined with Cowlitz County to build the GIS political layers.
Purpose:
Cowlitz County GIS builds political/administrative maps for a twofold purpose: 1. To accurately define the location and boundaries of political/administrative districts based on their legally recorded information 2. To provide a link to the Assessor’s relational database as well as other parcel dependent databases for ad hoc query and analysis of spatial data.

Attributes are associated with only the ArcInfo coverages built from CAD files. Attributes associated with the ArcInfo coverages provide are: 1. Unique identifiers that distinguish the political/administrative boundary, its attributes and construction method and 2. (Planned) links to external enterprise databases that include Tax Assessment Records.
For non GIS departmental records, the GIS Department plans to check the completeness of the linked databases but not the accuracy of the data record itself and leaves such QC/QA checks for the department/public entity from which the records were obtained.
Logical Consistency Report: Data set is topologically structured line, point and G-Polygon data with nodes at all intersections.
Completeness Report:
To date, a few key administrative/political boundaries (city/county boundary) have been temporarily compiled from paper maps of unknown quality. Rebuilt political/administrative boundaries will replace those temporarily constructed according to a phased implementation schedule timed to the construction of the parcel layers. The final political/administrative boundaries will be built/reconstructed from available legal descriptions and maps.

Permanent political/administrative boundaries are created by heads up digitizing over underlying cadastral/planimetric boundaries previously completed.
