The FIRESTAT coverage was created through heads-up digitizing on-screen with the digitized parcel-coverage as a background. Many of the boundaries (i.e.those for City Limits etc.) were copied from the WCZONECP coverage. Changes to this coverage are all made in the ArcEdit environment using WCZONECP and the parcels as background coverages.
