Abstract:
Digital orthophotography for Cowlitz County was derived from a combination
of private contracts with aerial mapping firms, and from federal and state
sources. Digital orthophoto products available in Cowlitz County were processed
from: 1. Orthophotography flown in 1995, and 1996 for 1"=100' (1:1200)
and 1"=200' (1:2400) mapping 2. Ortho photography flown by the Army Corps
of Engineers in 1996 and acquired by Cowlitz County as part of a partnership
agreement for 1"=200' (1:2400) mapping and 3. Digital Quads, acquired from
the State Of Washington, Department of Natural Resources, processed in
1997 that were designed to meet or exceed the (map) accuracy specifications
of the USGS 7.5 minute quads.
Purpose:
Cowlitz County’s digital orthophotos are designed to meet the diverse
needs of Cowlitz County departments, other local entities and the private
sector with current imagery to plan, design and regulate land development.
The wide range of scales of orthophoto detail available in Cowlitz County
can be used effectively alone or in combination with other planimetric,
or cadastral features to provide a rich backdrop of cultural, physical,
and "as built information" to meet a wide range of needs from cadastral
mapping, preliminary engineering to general planning according to the general
guidelines:
Product: 1:1200 Sc. (.5' pixel) for 1"=100' mapping; Purpose: cadastral

Product: 1:2400 Sc. (1' pixel) for 1"=200' mapping; Purpose: cadastral
mapping-urban/ general planning
Product: 1:64800(ck) Sc.(1 meter pixel) for 1"=2000'map; Purpose: cadastral
mapping-rural/general planning

Attribute Accuracy Report: Data
set is in raster format with no attributes. Ortho images are Tiff image
files with an ASCII world file header defining the position of each image
Logical Consistency Report:
For early projects (1995, 1996) contracted by Cowlitz County orthophoto
images are PLSS 1/4 section centered (1:1200) and section centered (1:2400)
with overlapping edges. For ortho images supplied by the U.S. Army Corp
of Engineers and that of the 1998 1:2400 Cowlitz County contracted project,
ortho images are section centered with no overlapping edges. For Washington
State Department of Natural Resources orthophoto quads are USGS quad sheet
tiled with no overlapping edges.
Completeness Report:
For Cowlitz county contracted projects with private firms the data
set is complete according to the scope of the original contracts for orthophoto
imagery. For the Wa. State Department of Natural Resources, the imagery
was purchased to fill in areas not covered by Cowlitz County’s own orthophotography.
For the US Army Corp of Engineers the orthophoto images are complete according
to the scope of the partnership contract between Cowlitz County and that
agency.

Cowlitz County contracted, acquired through partnership contarcts,
or purchased digital ortho photos to cover the urbanizing areas of Cowlitz
County. Ortho photos were processed according to the following specifications.

For Cowlitz County DTM Contracted Projects: All contracted Cowlitz
County projects for topographic data include tm-elev (terrain model elevations
point values), and tm_type (terrain model point classifications) as attributes
associated with each elevation point of the DTM model. Additionally, Cowlitz
County contracted projects also include a graphic layer "obscure" that
geographically defines areas where dense conifer trees impeded the accurate
collection of mass points. These "obscure boundaries" flag to the user
where the DTM model could be compromised. As such ,"obscure areas" should
be viewed simultaneously with any processed DTM data to aid in interpreting
the DTM model (tm_elev values) accurately.

The DEM data was acquired from the Department of Natural resources,
State of Washington in lattice format.
