Abstract:
Planimetric information for Cowlitz County consists of a comprehensive
set of digital features stereo-digitized from five (5) ortho photography
contracts flown in 1968(1), 1995(1) and 1996(3). The level of planimetric
detail derived from these flights varies from project to project based
on three contracted map scale accuracies of 1"=50' (1:600), 1"=100' (1:1200)
and 1"=200' (1:2400). Typical planimetric features consists of natural
and cultural features as water bodies, road improvements, building foot
prints and utilities. The 1968 planimetrics that cover major portions of
the cities of Kelso and Longview and the planimetrics that cover portions
of Kalama City (flown in 1996) are more comprehensive than those generally
produced in 1995 and 1996.
Purpose:
Planimetric data provides a threefold purpose: 1. To assist base mapping
efforts by defining the location and boundaries of physical and cultural
features 2. To assist in cadastral mapping by providing a means to interpret
legal descriptions of deeds that often call out physically defined planimetric
features and 3. To capture the location, type and height of various utilities
to support various AM/FM(automated mapping-facility management) applications.

Attribute Accuracy:
Attribute Accuracy Report:
Typically, only cursory review has been conducted to check attribute
accuracy globally beyond the QC/QA checks conducted by the contractor.
Attribute test were limited to color coding the attribute, plotting the
results and comparing against internal public record. More detailed checking
is commonly conducted by either field checks, photos, and or office records
and maps by jurisdictional entities only as the data is used.
Logical Consistency Report: Data set
is topologically structured line, point and polygon data with nodes at
all intersections.
Completeness Report: The data set
is complete according to the scope of the original contracts for planimetric
data. However the scope of work differs from project to project.

Horizontal Positional Accuracy Report:
Relative horizontal positional accuracy for the planimetric information
generated from the 1995 and 1996 ortho photography projects was contracted
to meet the National Map accuracy standards for 1"=100' (1:1200) and 1"=200'
(1:2400) map scales (+/- 21/2', +/-5' respectively). However, for 1995
and later, planimetric projects were developed utilizing state of the art
photogrametric and survey techniques. Random testing of common planimetric
derived data points to field derived GPS derived values indicated that
the planimetric data was often far better than contracted National Map
accuracy requirements.

Vertical accuracy for planimetric point data (1995 and later projects
only) was contracted to comply with the National Map Accuracy for vertical
data at map scale 1"=50'(1:600) 1"=100'(1:1200) and 1"=200' (+/- .5', +/-
1', +/- 2.5' respectively).

Process Description:
For 1995 and 1996 ortho photography contracts, cultural and physical
features were stereo digitized to produce map accuracy of 1"=50" (1:600),
1"=100"(1:1200) and 1"=200 (1:2400) in major portions of the urbanized
areas of Cowlitz County. Planimetric detail varies from project to project
based on intended map scale of products. In general, the greater detail
and larger map scales were selected to correspond to the most urban portions
of the County, while the smaller scale (1"=200') mapping was selected for
the more rural portions of the county.

Entity and Attribute Overview:
Typically, each planimetric feature is organized into ArcInfo(R) coverages
with an associated attribute table. For each feature this table includes,
at a minimum three unique codes, which are: a. an unique ID number, b.
feature name and c. classification of the feature, where appropriate, according
to a range of codes. Additionally an external Access (R) database contains
various meta data pertaining to each ArcInfo coverage, that define such
factors as reliability, source, and method.
